Confused about BA Economy ticket says 2 bags of 23kg from Mumbai to London

My booking confirmation clearly says "2 checked bags 23kg" under included in fare. Bit confused by the wording. Does that mean 2 bags at 23kg each, so 46kg total? Or 2 bags that add up to 23kg between them?
