Am I the only one who is a bit vexed, that some heroes have less "usefulL" skills than you can level up until lvl 50?

So if I embed a hero into an army, he obviously doesnt need his hero actions most of the time and the other way around. but some heros just don't even have 50 skills to level up. That really vexes me. Am I the only one who is annoyed by this?
