Fleck 5600 water softener filling brine tank on brine draw cycle?

Like title says the brine tank is being filled during the brine draw cycle. I have disconnected it from the float to see and sure enough it is a constant stream INTO the brine tank instead of sucking it out.

I have done the following troubleshooting steps:

The brine line itself isnt clogged since I can see water flowing into the brine tank from it

The drain line isnt clogged because the backwash stage works and has no problem shooting water out of the drain line

I took apart the injector and cleaned the tiny steel filter and small plastic pieces.

I emptied the water until it was at least 6 inches below the float

I'm not sure what else to do at this point since the only other fixes I can find are replacing the actual head.

Any help would be greatly appreciated!!
