Why did CR bring up Rockstar twice in the Letter from the Chairman?

Chris Roberts is using Rockstar to justify CIG’s budget and boost the brand’s credibility, fully aware that the actual workflows and track records of both studios aren't remotely comparable. In the past, he never pulled in other AAA studios to benchmark budgets or excuse delays. Name-dropping Rockstar and GTA 6 as the new yardstick right now is a purely calculated PR move.
