My Puppy is A “Jumping Jill”

My three week old shih tzu has now decided to become a “jumping jill.” Bobs up and down when I’m trying to pick her up and let’s not forget “catch me if you can.” She also spins around my legs with the lead when we’re outside in the yard. I need to keep her on lead in the house (she’s confined to kitchen/dining area) so I can pull her from things she shouldn’t be into. The area is already like a slow feeder with two baby gates and a tri-fold one. Any ideas? What am I not doing right?
