Has someone come into my system and massively spiked the powerplay?

Claimed my system a long time ago, made an outpost and left it be.

Then came back to the game, found a player faction had taken over, so spent time booting them out and winning the election, before doing a weekend speedrun for finish my orbital.

At this point, the powerplay was 4% for Aisling, which i'm fine with as this is who i'm pledged.

On thursday my orbital came online and I started on my ground settlement.

Didn't touch the game friday or saturday, logged on now to find aisling at 81% expansion?

Inara shows 4 commanders in the last 24 hours through the system, although I know this isn't a clear indicator.

Are cmdrs going around looking for fresh systems and hammering the powerplay? Is that what happened here, because 77% in the space of 2 or 3 days is a huge leap.
