My sitter doesn't give the dog any of the treats or enrichment toys I send with him?

This is the second time I have had this particular sitter watch my dog for five days. I always send him with several kinds of treats (bully sticks, peanut butter, cheese and liver treats, dental treats, etc) and enrichment toys (kongs, puzzle toys, etc). After the first time, I noticed he hadn't given my dog any of the dental treats or bully sticks, despite me writing in his instructions that he could have up to one per day. I also include in the instructions that he usually gets a treat after potty time, etc. I did however notice that he had used some peanut butter in the kong.

I just picked him up from the same sitter and noticed that, outside of a handful of one particular treat and his daily kibble, nothing else had been touched. Most of the bags were still completely full. All of the toys were as clean as I sent them. Am I tripping or is this really weird? Or am I just overthinking it?
