Is it normal or probably a mod?

So there's this one time I was playing palworld, I unfortunately do not have a screenshot because I immediately caught this Dupin hanging around the beach in the plateau of beginnings right beside the dungeon behind the spawn.

She was level 55 which shouldn't be there, I do not have a level scaling mod that lets pals match my level at all.

Was I just lucky or just a mod?
