do you apply to the faculty or to the program itself?

i am going into grade 12 and want to apply for applied math, in uoft specifically. i heard from a lot of people that you apply to the faculty of math and physical sciences first and choose the program after u get into the faculty. Just wanted to know if thats true, cuz its sounds ridiculous
