Steamidra vs Fitgirl

I downloaded RE4 remake using Steamidra and it had the most insane stutters so bad I thought my dad was failing, it was worse than any amount of stutters I’ve seen in a video game ever. I event did a clean windows install twice and re downloaded the game and same thing stutters like mad

Then I downloaded the fitgirl repack vs of the same game and it played perfectly smooth no stutters at all, switch back to the Steamidra version and stutters again, back to fitgirl repack no stutters

What on earth is going on?

(Couldn’t post this question to pirated games sub because of new account but it let me post here)
