Zoning

I work ON stocking. I get that zoning is important but why does it feel like only ON zones the store? I've come into the store where I work in the afternoon to go to the pharmacy since it's not open when I leave work at 7, and the store is a mess. Also when I come in at 10 to start my shift I have to spend about 15 minutes or more cleaning up the empty boxes and stuff before I can start stocking. It's a mess.
