Skills Competency Verification Under Review?

I just passed my cognitive exam; however, I can't get my Cert because my Skills Competency is still under review. I took the psychomotor exam a year ago, and I passed. My instructor said it was signed off, so I don't know why it's still under review. Originally, I thought it was because I hadn't passed the cognitive portion, but now it doesn't seem to be the case.

Do I need to hunt down my previous instructor, or should I contact the National Registry?
