Why does the Philippines have some of the worlds worst traffic?

Numerous times visiting the Philippines 🇵🇭 I have experienced horrible traffic jams in places like Manila and Davao . There is always a lack of traffic lights, roads are always getting fixed as is the case in Davao. 🙄
