Zoning into BT without Attunement Complete?

I'm trying to find confirmation if this bug is currently happening or not. Apparently you can zone into the Black Temple even if you haven't killed rage winterchill and looted the phylactery, by "piggybacking" off someone else completing the quest turn-in, by just being there.

Has anyone experienced this and can confirm? Trying to see if we can get our 25th member into BT without needing to kill Rage first.
