2D animated racing movie from the 90s or earlier, where the villian drivers have hidden/illegal modifications that make their spew black smoke/pollute

I'm trying to find this film that I watched as a kid in the 90s, pretty sure I had it on VHS and thinking it was a short and obscure feature. I have tried running this through an LLM but haven't gotten anything that looks like it. Here's what I've deduced:

*VHS release in the U.S. *2D animation, anime-looking *Probably a feature/OVA rather than a normal TV episode *Earth/futuristic Earth *All characters are ordinary humans *Male protagonist(s) *Closed-track racing *Futuristic sports cars, not Formula cars *Hero car(s) probably white *Villains have a switch/button that activates an illegal modification *Activation causes very obvious black exhaust *The car becomes noticeably faster *The fact that they're polluting to gain performance is an important part of the story

If this rings a bell for anyone, I would be very interested in seeing it again!
