Buying Items, Seller Never Sends

I'm getting tired of buying listings and the seller never responds to my messages and never ships the item. It shows they're active on their account but they simply never ship the item. I get the refund and see the item relisted like nothing ever happened. Im honestly getting sick and tired of this because all you're doing wasting everyone's time.
