Help?

I just got a betta fish today he's a white opal male and all the tank parameters are good, the temp is good, I have it fully planted (5 gal) but he won't leave the surface even after 7 hours he just kinda floats there not moving, I think he might have a swim bladder problem? But I'm not sure what I should do
