Stormwater pit over hv cable

Hey fellas civil bloke here looking for some advice. Never really come across this scenario before but builder on a project wants us to install a stormwater pit over a hv line. First of all is this legal? And or safe to do so? No chance I’ll be digging with an excavator to try locate it so is it best to get an NDD truck in to confirm its location first? Cheers
