machine motor not catching right size belt?

Hello, had an old machine for a while, trying to get it running and it needed a new belt. got a new one, the right size, and the motor doesnt spin. its on, it js makes a whirring noise
when the belts off the motor spins fine
ive oiled everything idk what the problem is?
