What happened to offshore grants?

Its been really really slow for 189 offshore grants even for those who submitted way before MD119 and with the invitation round coming soon on the 30th September, does that mean the offshore applicants will further push down to the back of the queue? Even i am not too sure if they have gone through all the onshore applicants before 30th september
