What the fuck is this 30-30-40 rule

We basically have tests throughout the semester surprise tests, class tests, midsems and the entire cycle repeats and thats only half a year. How is this supposed to reduce the academic burden on a student when hes giving tests and exams throughout the year?
Guys i am sick of just complaining on reddit what to do if someone wants get some shit done?
