Bought a land last year but khatian transfer is still pending

Question/Help

Last year, we bought a small (2katha) land in siliguri. This is our first land purchase infact the first large purchase we made. I think we overpaid (or probably got scammed) and also took lot of time in the purchase. But anyways that is not the point.

So we bought it via a broker, we don't know anything about the process so we did whatever the broker told us to do. After buying the land, he told us that the land is still registered in the name of 2nd or 3rd last owner, and to transfer it to our name we have to pay some khatian tax and then transfer it to our name. We thought fine, it's ok let's spend some more thousands and get that done as well.

We even consulted some guys who already own a plot in the same area and they also say we should do it but it is optional. Most people never do it because there intention is always to sell the plot later. But we want to build a home.

The broker asked for some 5k to start with this khatian transfer work and it has been like a year, he has not responded back with a clear update. Everytime he keeps delaying saying it will be done in a week.

I want to start with home construction already and we have already been stupid with money. There's an embarrassing story here maybe for some other time, lol 🥲. But i don't know what to do. I am away from home busy with my own work and my dad is the only point of contact between all this transaction between me and broker. He is also inexperienced.

I wish i took loan during the process and probably bank would have verified the legitimacy of everything. So what should I be doing next ? Should I just start with the construction and look for an architect to plan the layout or wait again until the khatian transfer is complete.

We have the sale deed and we verified it online so I guess the purchase was legit but everything still feels too shady. They say whatever work we do, somehow broker gets the cut.

Can you please guide me ? I want to sort this problem out in my next visit home. It's already been a year. Does it really take that long ?

I don't really like the location but that was the only thing we could find after a year of searching around in the budget we had. It has been a lot of hassle already. No one has been helpful enough with the info.
