Need advice, help me. Do I follow up?

Had an interview and it went really well and the HR person said they would like to setup a call with someone else for the next round. Two weeks passed and I hadn't heard anything. That same person emailed me saying the search was being transferred to another HR rep and said they'd continue the process. I sent this new person a nice email 12 days ago, but haven't heard since. Can I send another email?

I've applied to nearly 700~ jobs... This is the farther I've gotten and it seems like this new person either doesn't want me, or they are moving on with someone else. Job is still posted. Is it cool to politely follow up again?
