Best possible users of distant breath in your opinion?

With the reset in like...4 hours 30 minutes, Rhea will be released and Distant breath with her, which made me think about which dragons would love this skill. I mean, I am sure 99.8% of Player phase dragons would love it, but there must be some that would make VERY good use of it.

Like, for example base muspell. He came to my mind because I planned to summon rhea to give my F!Muspell Distant breath, but considering Base muspell has an actually good prf + He sets terrain after attacking, I think he would be pretty good with Distant Breath. Not super meta, but he'd make good use of it.
