Is this collusion?

I was doing my 10 man ppr draft today and for some reason the number 1 pick decided to get cam skattebo and then the 2nd pick carnell tate, which then came to the 3rd who got gibbs.I don't know if that guy somehow had two accounts with both picks coming before or if the other 2 just decided to ruin the draft this was in a random league so idk what to do?
