Designing an artifact

Homebrew

Hello! I am a somewhat newbie DM and am about to wrap up my first non-one shot that I ran based off a module (Lost Mine) and… I recently watched Sinbad and decided I wanted to plot out my own short adventure based off of it. I have the basic idea down including plot and a map and all the works, but I was scrolling through artifacts to try to find something to be the artifact that gets stolen (the Book of Peace if you’re familiar with the Dreamworks Sinbad movie) and I didn’t really like anything enough to go yeah that’s it. The Book of Exalted Deeds was close, but it disappearing after being read doesn’t do much for a plot of it being stolen.
So I come to reddit to ask - has anybody ever homebrewed an artifact? If so, what do you do? Should I put much thought into it and make it give specific benefits or just have it give some effect to the people of the land hosting it? Any ideas and suggestion are welcome! I want to have fun and make this interesting for the players and doing something more specific than just ‘this book is good for the land’
