Anyone done an out-of-state tile transfer?

A family member passed this summer and we're trying to get her old car transferred to us. It's down in Florida, paid-off and titled/tagged in Florida. But DMV there is telling her husband that I have to be present to do the transfer.

Anyone been in this sort of situation before? I read some things about out-of-state title transfers but its not clear at all and they all seem to require everyone be in the same place.
