Population Settings in the Advanced Setting menu

I have found that the baseline population setting is too low to really enjoy. So in my last playthrough i tried to increase it. Well I had b 10s of thousands of pops sitting with thumbs in butts lagging the SHIT out of my game.

Has anybody found a setting that is reasonable in terms of upping population rate without murdering my cpu?
