Ussop speech made any difference in Luffy's purpose?

Ussop had his moment but unlike his speech in enies Lobby when he faced Lucci, Luffy seems clear that he wouldn't runaway from Elbaph he still was fighting not struggling to get up like that moment.

The sniper says a big speech but doesn't seem being said in a moment to change the course of a battle that seemed lost is more like trying to look brave, but he only gave a big speech to the group fighting when he didn't say or do anything against Imu it seems not brave enough as he wishes to be. Actually it doesn't feel that he's raising the moral in this situation
