Free cash withdrawal

Does anyone know how to find ATMs that give free cash withdrawal? I'm in Groningen and literally every one of the 3 ATMs I tried so far have fees from €3 to €5 just to withdraw cash.

Also side bar, is this normal? I'm from the UK and majority of ATMs there are free
