My 8.5 month old is exhausting me.

SAHM to a 13 year old boy and a 8 month old boy. My 13 year old and I haven’t been seeing eye to eye on a lot of things, just typical middle school stuff. But my 8 month old exhausts me. He is never interested in just sitting and playing. He wants the vacuum, moving objects that are not safe lol, to chew or gnaw on everything. He must be moving at all times but he cannot crawl/wont crawl. So he face plants himself on the floor and then cries because he’s stuck but won’t move. He wants to be held but also wants down but once he’s down he realizes he isn’t being held. He hates the car after maybe 5-10 minutes and will start arching his back to get out. Somehow the stroller is a tad better, possible because he can see more things. Basically he wants to do so much but he can’t so he’s constantly whining, grunting, loudly making whines where he rolls his tongue which I haven’t even figured out how he’s doing that. No communication other than crying. No babbling other than fart noises and toad like sounds. Overall I just refer to him as “wild”. Is this normal? He’s an ok sleeper and naps well. But the minute his eyes open he’s on a mission to do anything and everything he can’t physically even do yet and I am TIRED 😴
