Critique this take on desert

Desert or "deserving of blame" is something that just accompanies all morality.

To just remove blame altogether or to ask to do so is impractical and even possibly harmful, because then those who do bad things will get off the hook without the appropriate blame.

Most moral reaction is not punishment, or even involves the legal system. Rather it is conditioning via responsibility, praise and blame.
