Do we get reset to the back of the queue every time the IRS rep reprocesses/resends a manager approval request for an payment installation plan?

It has been over a month now with us waiting for approval from a manager, and we are relying on this approval to move forward in buying a house we have under contract. We have called a few times, and each time, the rep seems genuinely surprised we have not yet been approved/reviewed, which leads to them resending the request. Our concern is the chance of us getting our queue reset every time this happens. If we don't make our 1st payment by Oct 1st, we likely lose it all, because we are already hanging on my a thread by not having it in motion by Sept 1st.
