Considering Retiring to Pennsylvania. Any suggestions?

I am looking to possibly retire to Pennsylvania. I’m not sure which part though. I am originally from Western PA but haven’t been back for 40 years. Any thoughts of what part of PA is good for retirees. Looking for safety, good housing, good healthcare, and solid community.
Also, if you have a suggestion, can you tell me what the winters are like? Thank you.
