'Insufficent evidence', Really? Why?

Submitted video to op:snap, woman clearly holding phone in left hand while driving, video shows reg plate and a good 6 seconds of her doing this . Response? Not enough evidence, no further action?

Any reason why i shouldn't resubmit this as it's clearly holding a phone for a sustained period, not moving it or anything i'd deem reasonable. To make matters worse this area had a pedestrian hit on a zebra crossing a few months ago so it really hits home.
