Question about Switch 2 releases

Has it been discussed as to why some Trails games are being released in full while others are only Game-Key Cards?

Initially I thought it might be a question of space because Horizon was released as a GKC, but Sky 2nd is a full release, and Zero/Azure will be GKC again.

I'm wondering if new releases will be full game, but they're doing re-releases as GKCs to keep costs down or something.

Asking primarily because Sony is set to end discs in 2028, meaning the Trails series - and possibly even the Sky remakes - will outlive disc-based video games, and Switch 2 would therefore become the only official means of physical ownership.

My hope is that Horizon 2 onwards will be full releases in line with Sky 2nd but I'm not sure if anything has been stated officially about how they decide.
