Can an old Android phone still beat an SMS API?

I keep wondering about this.

If you already have an Android phone + SIM sitting around, why pay for an SMS API for a small project?

At what point does the convenience of an API outweigh the cost savings of running the phone yourself?

Curious what developers here actually chose and why.
