Playing as Nobunaga, cannot train settlers and settler does not even appear in tech tree under Pottery. (Probably not a bug, just wondering what I'm missing)

Hey all, playing my first game of Vox Populi and I'm at a loss. I do not have one city challenge enabled, I am not playing a scenario, my global happiness is high, I'm on turn 55, my city population is 6, I even checked my new units SQL file in the mod and made sure that there were no Civs listed under the NoTrain attribute for settlers, pioneers etc. Using Glassmage's Complete TSL experience VP modpack.
