Commissioner Conundrum: how to not be a jerk

In the dynasty IDP league I commish, in-season FAAB is 100 and off-season is 50. This summer has been a whirlwind and I was not good at keeping the league informed of draft date and other matters. Our off-season waivers run Wed mornings. A few hours after they ran, I realize I need to let the league know of the FAAB refill before the season starts, and so I announced that in-season FAAB resets next week. Well, someone complained that wasn't fair, and he would have handled waivers differently if he was aware. Alternatively, one or two others in the league blew their 50, presumably because they knew of the eventual reset. How would you handle this dilemma so everyone accepts the decision? League is in its third season, if that has any impact.
