Tight pumping sleeve, injury risk or not?

So the title explains itself. I have a pump with a pretty tight sleeve that is impossible to even use without lube. When i lose pressure, blood stays for about 65% in the penis.

I hear pumping with a c ring is dangerous, and even though this isnt a c ring, its basically the same thing.

Is it a problem to have a tight sleeve for pumping, or is it okay?
