GKS-U Embassy Track: Is 2 Type B + 1 Type A a safer choice?

For GKS-U Embassy Track, would choosing 2 Type B universities and 1 Type A university be considered a safer strategy? Or would it be better to choose 2 Type A and 1 Type B to maximize the opportunity to get into a higher-ranked university? I’m wondering whether the Embassy would prefer applicants to use their three university choices to maximize their opportunities, or whether having more Type B choices gives a better chance of actually being selected. For those who have experience with GKS-U Embassy Track, what would you recommend?
