Shorthair has matted hair; brush?

Cat has had some mysterious matting that's not resolving on its own. Very fine hair, no idea what happened. Has anybody successfully brushed out a shorthair? I don't want to damage her skin in the process. Would appreciate advice on what kind of brush I could use to get this resolved with no shitty consequences.
