Missing event in Jinzhou?

So, I've started playing when Luuk's banner was out (not sure which version that was) and I've noticed a big plot hole. At some point while I was still in Jinzhou, I got to play Zhezhi's companion quest, that started with us already knowing each other, even though I've never met her before? Then during other quests whether then or later in the story I've met Xiangli Yao and Calcharo, both times we already knew each other but never had our first meeting.

From the conversations I deduced there was supposed to be some kind of festival or something, where we were supposed to acquaint with each other, but I never had any quest nor event involving any festival in Jinzhou...

So my question is, how were our first meetings supposed to happen? Did I miss something or was there an event for this that was not permanent and so no longer accessible to me when I started playing? I'm literally so confused, I don't know these characters at all, well Zhezhi at least had the companion quest, but the rest are complete strangers and I jave them randomly popping up in quests being all buddy-like with Rover and I'm just like...who ARE you????
