Graffiti in Belgrade

IYH relatives are on vacation in Belgrade. They love it, v cultured, bookstores everywhere, loved the Tesla museum, Bohemian part of town, free public transport. One recurring thing they mention is that 'graffiti is everywhere' Is there an explanation for this, is this a recent development, is thsi a social-cultural phenomenon that has been studied perhaps?
