Companies avoiding expansion in the Netherlands?

I am observing that companies, especially international companies are avoiding expansion in the Netherlands.

Even Dutch companies seem to be hiring more in UK.

Why are even some Dutch companies preferring to hire in the UK and Southern/Eastern Europe over NL right now?
