Palantir’s Gotham-derived Investigative Case Management system has been ICE’s core case platform since 2014. April 2025 added a $30 million ImmigrationOS order, later folded into a sole-source ICM vehicle now past $145 million, plus a February 2026 DHS blanket agreement of up to $1 billion. The 2026 ELITE app maps targets with dossiers and address-confidence scores from HHS, USCIS, CLEAR records, and ICE’s Enforcement Integrated Database.

Palantir says customers control their data and the firm neither collects nor stores it. Foundry unifies commercial sets; Gotham and ICE builds fuse law-enforcement feeds. CEO Alex Karp has said the government product is used “on occasion to kill people” in counterterrorism targeting.

The rights gap is process. On 3 September 2026 The Intercept reported new ICE officers received ELITE before background checks finished and that DHS published no Privacy Impact Assessment covering ELITE’s AI inferences, contrary to the E-Government Act. ICM files include U.S. citizens. Medicaid addresses reached Palantir before a court-ordered purge.

Whether DHS issues the missing PIA, and whether courts require warrants for broker-fed fusion, remains open.
