BioGold fertilizer residue

Ive started using BioGold fertilizer this year and Ive noticed that degrades unto a black sticky pellet after about 45 days.

Does this eventually dissolve? Is it part of the nutrient base or just a filler that I ought to discard and replace with new fertilizer?
