Michael shouldn't be allowed to see VIPs at basically start of the match

For anyone who doesnt know he just has to get to bloodlust 1 which takes like 30 seconds to kill a tier 3 stalked normal civi and anytime Myers is in shapeshift he sees the houses VIPs are in. This shouldnt be a thing this early in the game.
