Segway Ninebot Max G3 E or Segway Ninebot Max G3 I

I'm in Croatia and i was wondering about the differences between the E and I version of the electric scooter "Segway Ninebot Max G3". I need the legal version (by Croatian law 0.6kw or less nominal power and 25km/h) between these and the one that has zero start and more lights on the sides. I saw that the scooter has lights below but they are locked on a specific version and you can't turn them on (i don't know which version) so i want the version where you can turn them on and use them normally. Also which version is easier to unlock speed and how? Thanks
