Spectrum phone deal?

I recently moved from one apartment to another in Durham, and the local spectrum rep that my property management company connected me with said that there’s a spectrum deal where you can get free phone service for a year, because they have some contract with companies like Verizon where Verizon gets to use their network. Something to that effect. I can’t tell if this is legit or if there’s a big catch - has anyone done this promotion, and is it legit? TIA!
